File a Complaint

The primary function of the Council is to regulate Immigration Consultants and International Student Advisors so that all consumers have access to immigration services from a qualified and ethical body of professionals.

If you have any issues with the immigration services you were or are being provided, you can file a complaint. To learn more about the process, please review the following resources:

Follow-up on an Existing Complaint

Request an Independent Complaint Review

If a complaint is closed by the Council or the Complaints Committee and a complainant disagrees with the decision, the complainant may request that the decision be reviewed by the Independent Complaints Review Officer (ICRO).

About the ICRO
The ICRO is a third party appointed by the ICCRC’s Board of Directors to ensure the quality, integrity and fairness of the Council’s complaints and discipline procedures. The ICRO operates independently from the ICCRC’s staff, committees and decision makers. The work of the ICRO is governed by sections 30 and 62.8 of the By-lawBy-law , and the Independent Complaints Review Officer RegulationIndependent Complaints Review Officer Regulation of the Council.

How to Submit a Request
1. Complete the Request for Review FormRequest for Review Form
2. Submit the Form within thirty (30) calendar days of receiving notice of the decision from the ICCRC Professional Conduct Department.
